Rear Panel under TRUNK LID 1930-31

I'm still trying to find out what is missing. I'm converting a Rumble seat Roadster to a Trunk, the lower inner and outer panels are originals, but the holes & captive nuts don't match 4 on one 6 on the other. Is there an adaptor piece that is missing, or is the outer panel a 28-29?
