Default Wiring harness clip

There is a picture in the Judging Standards that shows a clip used after April 1929 to hold the headlight/horn wiring harness in place from the switch at the bottom of the steering column to the radiator shell. I am attaching a picture I took of the picture in the Judging Standards below. My question is: What held the wiring harness to keep it from flopping around before the clip was installed starting in April 29? I suppose there was nothing used to secure the harness and it was just loose or possibly a frame clip was used like for the taillight harness.
