Default Fulton Traffic Light Finder

I am going through my car-buff brother's estate and am finding things I need some education about. One is a Fulton Traffic Light Finder. This one has a green knuckle joint at the midpoint pivot. Does this color have anything to do with what year or make vehicle it was designed for? Better yet...am I in the right forum? If not, please point me in the right direction

That was an accessory bought at auto parts stores, It will fit most any car. if in good condition they will bring a fair amount of cash. look on ebay and you will most likely find a few. One has a bid over $100!
