Default Distributor vacuum brake

What type of glue should I use to attach the leather to the plunger on a crab distributor

If you have a correct fitting leather plunger, there is no need for any type of adhesive as the leather is pressed into the steel plunger.

Rubber cement make sure everything is clean.

As Kube said - they are pressed into the cavity in the plunger. If that won't work, try some Permatex Black weather strip adhesive.
