Default Pedal Seals 1946

Hey Gang,

Back workin on the Business coupe and hope to get her on the road by this weekend. Working on instaling the floorboards and I have a set of the pedal seals from carpenters. This car never had them as long as we have owned them, so my question is: Do those pedal seals go on top of the floorboard, or do they go underneath? Not sure if I am clear, but should I put the pedal seals in the brake and clutch pedal arms BEFORE I put the floorboard into the car, or do they go on after?

They are extremely thick pieces of rubber, am I going to have to readjust the clutch and brake pedal also???
