I want to fix the brake rod guides on a BB truck. It looks like the originalls had vulcanized rubber on them. I'm thinking grommets or even just gooping silicone on them in an artful fashion. Any ideas on this?

They were vulcanized rubber where the rods pass through and can be restored with the right size rubber grommet glued (with liquid rubber) in place. Wipe or spray some silicone on the rods in the immediate area of where they pass through the guides to reduce the friction, which is what causes the rubber portion of the guides ultimately to fail.
