Default Vacuum wiper question

My car's vacuum wiper works great. However, noticed that when applying vacuum to the wiper, it does allow vacuum leakage through it somehow. In other words, with tubing connected to the wiper and with the wiper control in the off position, you can still "suck" air through it. Is this normal? It's not bad enough to affect the way the car runs, but it is very obvious that it is not "vacuum tight" or even close. Thank you in advance.
