Default front parking light bulb removal. how to?

my research is giving me differing opinions as to whether or not the entire park light assembly (the removal of two nuts inside the fender) must be removed from the fender in order to remove the bulb.

thus far i've got the single screw out of the top of the assembly and the chrome cover that it held in place is off, but as yet it hasn't proved sufficient to remove the bulb.

car's a 1941 deluxe.

looking for opinions...as usual. thanks.
