Default Brake question

'47 Merc; stock drum brakes with a Hydrovac booster; NEW master cyl., wheel cyls., rubber hoses, shoes.
PROBLEM: Pedal is very low when motor is cold, but gets higher and firmer as it warms up. Does this sound like a booster issue (it's the only thing that hasn't been touched)?
