I'm just guessing here, but what comes to my mind is what I call an ignition buzz box. This puts out a constant high voltage spark (like a Model T coil). The output lead goes in the center terminal of the distributor cap. The voltage of this box is just high enough to jump from the rotor tip to a plug terminal when the rotor tip gets close to the terminal in the cap, thus firing that spark plug. Timing will be way off but close enough to make the engine run (no spark is made when the rotor is between the cap terminals). The box thus bypasses the points, condenser, coil, primary wiring and ignition switch. In fact, the engine will run with the ignition switch off.
Like I say, this is just a guess as to what this "Start-A-Car" is. |

My apologies, I saw it listed in an online auction with
a thumbnail pic that would not copy. Searched the web and got no results. The auction contained many old tools, devices and NAPA display racks ,plus cases of Sun oil. Too bad it wasn't a live auction ,bids would have been higher. |
