Is this device similar to the jump boxes now being purveyed ???

What era is it from ???

Too bad you don't post a photo or link to what you are talking about, otherwise it's for the most part playing a guessing game.
But if it uses a cigarette lighter, probably not.

If it's as big as a car battery then it probably is.

I'm just guessing here, but what comes to my mind is what I call an ignition buzz box. This puts out a constant high voltage spark (like a Model T coil). The output lead goes in the center terminal of the distributor cap. The voltage of this box is just high enough to jump from the rotor tip to a plug terminal when the rotor tip gets close to the terminal in the cap, thus firing that spark plug. Timing will be way off but close enough to make the engine run (no spark is made when the rotor is between the cap terminals). The box thus bypasses the points, condenser, coil, primary wiring and ignition switch. In fact, the engine will run with the ignition switch off.
Like I say, this is just a guess as to what this "Start-A-Car" is.

It seems Heyer was (and has been for a long time) big in the battery charger/tester world It os logical that it would be one of the large plug in Starter/Charger units so popular back before "Jump Boxes".

My apologies, I saw it listed in an online auction with
a thumbnail pic that would not copy. Searched the web
and got no results. The auction contained many old
tools, devices and NAPA display racks ,plus cases of Sun oil.
Too bad it wasn't a live auction ,bids would have been higher.
