Can someone tell me if one of the gears in the oil pump is suppose to be lose like in my pic. When I took the screen cover off I discovered one bad screen and a lose gear. Also, by looking at the first pic, does it show the block to be a '33 / '34 versus a '35 / '36?

Yes, one of the gears should be loose as it is held in place on its shaft by the bottom cover. Judging from your first photo you have a '33-'34 engine block.
