Default Cleaning exhaust soot

Does anyone have a good process for cleaning the black exhaust soot resulting from our fine gasoline. I'm getting the soot on the back of the RR bumper and supporting brackets, so there is a mixture of black enamel and chrome surfaces to clean.

I guess a small down turned tip on the tailpipe might help as well.
