What's the technical name for the sheet metal under the radiator?

I'm looking at a 29 Special Coupe this weekend. The guy emailed cell phone pics of the car. There are some paint chips just under the radiator shell on the sheet metal. Is that piece called a valance? If I could figure out how to load the pic from his email I would. If all that needs repainted on the car is that 1 piece, how big a job is it to remove that "valance" for repainting? Would I have to tear the whole front end off the car? What is the technical name for the piece directly under the radiator/grill shell and how can I upload a pic of it? Thanks a million, Smitty
