Might be better to simply replace with brass pipe plugs. Easier to get plugs in and out with wrench than turn a handle in that location.

Maybe. If my calculations are correct, a 24 has 14.3% more studs than a 21. But a 21 has only 12.5% less studs than a 24. :D

Why can't you print the image? Looks eminently readable to me. Then make your own decal by laminating the print. I've even used clear packing tape to make a durable laminate.
