It's possible you have a bad spont on the spindle because the bearing and washer are stuck and could be locking everything up.
Wack the drum at 12, 3,6 ,9 o'clock this may free up the bearing...

My old trick is for this, is the strap wrench. Takes me 5 min. To pop one loose.
Remove the 3 starter bolts. Place strap around starter, takes about a 1/4 turn and you will hear and feel it...

Try only pushing the pedal down 1/2 or 3/4 the way and see if it helps.
Model As tend to have a sweet spot when shifting. Your shift point (rpms) can make a difference also.

Have someone mash the pedal down, look at carburetor....is it wide open?
I have found dozens of model As where wide open is only 1/2 or 3/4 open.
