Default Changing carburator jets

Can anyone tell me if the Jets on a 4 barrel carburator can be changed without removing the carburator from the manifold? It is a Holly 98 GR 7809. Thank you.

If it looks like this, it can be done while still on the manifold but will be messy. And make sure the cross-over tube is properly re-installed or it could be catastrophic.
