Question Steering column bracket 28 tudor

Are the bottom U bracket and bolts that fasten the steering column to the gas tank extension painted body color or Black.

The bottom bracket is lower body color. The screws are cad plated.

That has always puzzled me. It seems like a waste of time to have to remove the lower piece when the body was installed and then put it back on. Also if it was painted along with the body, how was it held on during painting? If it was held on with the screws, why weren't the screws painted? I agree that it is lower body color, but it would make more sense if it were black.
