Looks like the lid wouldn't open much before it hit the cowl. Is that a drawer in the bottom? Looks like it's blocked by the fender.

Seeing the wear rust on lower left corner, think the box is just sitting on a shelf and lifts out.

Maybe, but it would have to be tilted toward the running board to clear the cowl - looks like it's far enough under to hit the cowl before it gets clear. There appears to be a chain/bungee cord/whatever attached to the drawer(?) handle, and there's a hook in the splash shield under the door that may be the other end.

I suppose the box could be dropped down out of the splash shield, then pulled out underneath the running board. But I can't figure how it would be supported when it's not in use.

Whatever, seems it would have been a lot easier just to carry it on the running board or in the bed.

It would have to be tilted up enough at the front to draw it out. A lot of home brewed stuff is awkward and not always all that practical but it satisfied whomever did this alteration. It looks like it's been that way for a good while. Not unlike a lot of shade tree mods I've seen before. It likely bounces a.good bit when a pot hole is encountered hence the need for a security chain or bungee.

Uh-huh. Not much leverage with that handle to lift a box of heavy tools. And doing so will tilt it backward such that it may hit the frame and/or cowl before it clears the fender. It's an interesting conversation piece but not very practical. Like I said, easier to just haul the box on the running board or in the bed.

This Model T Ford with the "accessory" Tool Box sure gets around.
It was seen at the Street Rod Nationals, Hawkesbury back in April
