Could it be the seat riser for the front bottom of the back seat?
The seat bottom rests on this somehow? Looks homemade as the one's I've seen fit snugly against the tunnel and floor. |

Convertible cars needed the extra cross bracing to help secure the B-pillars. They can get shaky with poor bracing. I'd use ash or white oak if it was me. It looks like the car has had some metal work done in that area. Most converts like to rust in there if not stored well so that isn't unusual.

If you'd like to make your life real easy, call Roy Nacewicz. he has all the wood pieces available for the '40 convertible. They are BEAUTIFUL reproductions. He had used a great set of authentic boards I'd sent him for patterns. His price for the entire set is not much more than you'd pay for quality lumber.
