Default brakes on my 40

brake pedal goes all way down but can be pumped up, this happened after installed new wheel cylinder kits on the front wheels but not till i adjusted the brake shoes then it lost it, i have pulled the hubs and rechecked everything and re adjusted and have bled them 3 times did the master lose it at some point? after pumping up keeping pressure on it seems to hold the pressure thank you hopefully Gene

i would check and bleed the master cylinder before i did any thing else
