Default Windshield Screws?

I'm getting ready to install my windshield and now installing the rubber gaskets on the bottom and sides of the frame. What is the purpose of the two little screws with the square head nuts on the upper part of the frame? Is it to hold the rubber in place and do you drill through the rubber after it's installed for the screws? .. Thanks Ray

They hold the top down by screwing into a steel leg on each side that extends down from the top piece. Cut a notch in the rubber where it would interfere to go around them. You want to install those screws before the rubber.
