every state is different...what works in PA might not fly in IL or TN, CA, etc.
you need to read your state's requirements and follow them, anything else is just someone's personal experience with their particular local DMV office, and probably has no bearing on what you are trying to deal with.

With so many states requirements being different I believe the only way to be covered across the U.S is to be titled with a frame VIN. A far as I know a VIN inspecters certificate is good in all states regardless of the state of origin. I strongly urge any one that has a body off and has a valid VIN number in view get an inspecter cert. regardless if it is the same as the motor number or not - no more sleepless nights thinking about the future. Matching frame and engine numbers are a $ plus IMO.

I advise to take the route that gets you the legal paperwork, whatever that may entail. I pulled my body to get the correct number and found they had been registering it with an incorrect number, one number missing. Got a title with the correct number now. When you realize that you won't live forever and laws are only getting more stringent, you understand you will leave a huge mess for those who come after you if this is not taken care of now. It will be a huge headache for you or your family to sell in the future if you have issues later. Just my humble opinion.

What I think is all 50 states should get together and establish a system for new VINs for those cars old enough that do not have it... Otherwise this problem will go on and on and on....
