What is the toggle switch for that is under the push start button? Also my push button has stopped working and there is a wire that has came off and if you ground it the motor will turn over. Where should this wire go?

If you are asking about the toggle switch on the under side, it is the dash light switch. Pull starter button out and look or get down and look on the back side. This is not the place to ask car questions, ask them on the early V8 forum.

The wire goes under a spring action connector on the back of the start button, the start button is a normally open switch that is closed to supply frame ground to the started solenoid.
