Default 1940 Ford Coupe seat backrest support hardware with package tray.

Looking for help and advice again on my 1940 Coupe that I have owned for 61 years with package tray.
My current problem is with the coupe backrest support arm located on passenger side of seat.
The seat backrest goes up with no problem but does not come down with out a lot playing around.
This just started recently after working flawlessly for 61 years.
I suspect that at the pivot point the hardware/bolts/washers/wave washer are worn or missing.
What should be at that pivot point for hardware and the order of assembly such as what side of the arm should the washers be on?

Look carefully at the photos in this thread. It shows my 40 coupe becnch seat with flip up back. Look carefully at the original hardware.

19Fordy,
I am not seeing the seat backrest support arm and hardware in your pictures.
In Mike Kubarth's Book page 2-15 fig. 2-32 shows the Coupe seat backrest support that I am inquiring about.
Mike did not list any of the hardware for the pivot point on the bottom or a sequence of their assembly.
I need to know what is needed to make mine operate smoothly again.

The 4th photo shows the long slotted arm used to hold up the back of the front seat.
You can see the elongated slot in the metal support bracket.
