Dave,
Just a guess, but when the second carb starts to open, it takes the signals away from the primary carb and goes lean, stumble.
You will be amazed at how good the response can be with the EFI as it never has to deal with a vacuum signal.
Oh, and just a thought, make sure the vent for the surge tank is high enough to prevent the main tank from overfilling the lower tank. (vent to top of std tank)
