According to Wikipedia, Alfed N. Phillips (D) apparently won. He served in congress representing Connecticut's 4th district from January 3, 1937 – January 3, 1939. So, when that photo was taken, it was likely 1936. That car was only about 7 or 8 years old at the time. Smart move using a used car instead of a shiny new one for campaigning around the end of the depression.
