Default Stromberg 97 intake

So I bought this new second hand intake manifold for a Stromberg 97 carburetor.
It came in the mail today and I saw that the surface where they carb is mounted on has been milled crooked.
I am guessing that this is not the way it is ment to be?

Most likely, yes it is milled at an angle.
The model A engine sets at an angle in the chassis, the angle in the intake will bring the carb to sitting level.
