Default '39 Front Hub Problem

I just got a 1939 Coupe and when I picked it up, the front driver side wheel would not turn. I have been unable to remove the wheel hub to find out what the problem is. The car has been in storage for the last 25 or 30 years. Could the brakes be locked up? The pedal goes all the way to the floor without any resistance. If the brake shoes are stuck to the hub, how would I free them up to get the hub off?


What is the typical removal method for the front hubs?
