If you are talking about valve spring shims, they seat on the guide.

The washers go between the guide and the spring (head side)
They are used (because of the longer valve) to provide correct valve spring pressure.

They shorten the valve spring (compress it) to account for valve length. This is all assuming you are referring to the shims, if not really have no idea what you are referring to. What you are attempting to achieve is a specified valve spring pressure in the assembly, say 50 to 60 lbs.

The washers do not shorten the spring but effectively lengthen it to correspond with the added length of the valve to maintain design valve spring pressure.

They shorten the length of the actual spring (not counting the shim), but lengthen the effective length of the spring (including the shim). It all depends on how you look at it.

Even the term flathead is somewhat broad. Ford made 4-cylinder, 6-cylinder, and two different sizes of V8 not to mention the variations over the years. We can only assume that it's a V8. There are different valves and guides depending on the year of manufacture of the engine too.

1951 narrows it down to 8BA type V8 or H model 6. Are you using a high lift cam? Does this engine have rotator type valves?

What tubman said. I guess it may depend on if you are referring to the valve spring or the assembly including the shims.
