Default Wishbone rubber

When I tighten up the lower cap I can see that the rubber distorts. Does the wishbone pivot inside the ball or does the rubber ball move?

I think the ball moves just a little inside the rubber while serving as the rubber absorbs vibration from movement of the wishbone.

The ball end of the radius rods moves, not the rubber.
