1930 e brake return spring
Anyone have instructions on how to install the e brake handle return spring?

Are you referring to the spring inside the handle that makes the button pop back up after you stop pressing down on it with your finger?

When I pull the e brake to put it on, the handle is loose and when I go to disengage it, I have to push the handle forward manually to get the e brake off. I assume there was a spring to pull the handle itself into the off position without me having to push the handle forward.

The ebrake rods have springs on them. They pull the rods and lever back to normal. No separate return spring for the brake lever.

There are also coil e-brake return springs that mount on the rear backing plates that push the e-brake levers back there toward the release position. Plus the springs on the e-brake rods themselves.
If you don't have it already, get a copy of Les Andrews' Model A Mechanic Handbook Vol. 1, the red cover. This is your best place to look first. After that, look in the reprints of the Ford Service Bulletins. https://www.mafca.com/cart/index.php?productID=166 In addition to the springs, make sure that all of the bushings are lubricated so that everything springs back to the released position.
