Default Emergency Brake Boot

When I removed the carpet so that I could remove the floorboard, I had to arm wrestle with the emergency brake boot to free it from the carpet. I’m getting ready to but the carpet back down.

What is the best way to get the boot back where it needs to be in the carpet? There has to be a better way... Should I remove the emergency brake handle and slide the boot off? Maybe I’m missing something.
