if yours is a later style (ie after early 28) 6 oclock is off, about 430 is low 3 is high BUT 8 o clock is park.

now i suppose the horn rod could be twisted due to non lubricated or welded stuck contacts down below and someone forcing it so it shows 6 o clock but really 8...but he said it was still on with the light switch removed so that rules that out.

To answer your question, the tail light should be on with any one of these switch settings. Not on at any other time. Like suggested, might be a shorted wire somewhere in your tail light wiring. Grounding out the tail light wire, will turn on the light.
