Default Powerhouse Gererator Trouble

Been running my 5 brush powerhouse for 12 years with no problems. Recently on a tour my ammeter was spiking erratically and showing no charge for most of the 60 miles. Put a tach on the engine and voltmeter on the generator. At 600-700 rpm generator put out 6.8 volts at 5 amps. Raising the rpm to 1000 and higher the voltage and amps dropped to 0. Bearings and brushes have been replaced on this unit. Any ideas what is causing this?

I followed this thread once before. Most did not apply to my problem except the possibility of weak springs. I would change them but cannot find a source.
