the stuff you are seeing is likely what is called 'solder bloom' it is some sort of a chemical deposit resulting from the reaction of the lead solder and the coolant,,the only way we have found to remove it is to have the core rodded out,,it is disasembled and rods are used to sort of scrub out the tubes,,changing the coolant regularly, assuming you are using anti freeze, is best prevention.

This stuff is lime deposit.There is some visable in the cross flow radiator of my 77 truck.It will take more than 1 hour to remove it.
