Looking for Manufacturer's Statement info.

Currently, the car is registered as a 'kit car' since that was the simplest way the previous owner could license the car. In Ontario, Canada it is possible to get ownership papers re-issued provided I have the proper paperwork. A Manufacturer's Statement or Letter of Certification from a National Model A Ford club or organization, confirming the serial number is that of a 1928 Model A Ford and that the serial number has a date of manufacture consistent with the serial number. I have confirmed the engine number has the CA designation for Canada and the number resolves to a manufacture date of May 1928. We have previously rescued other cars like this and have been able to get statements from the Volvo factory in Sweden on a 1968 Amazon wagon and from the Rolls Royce Owners Club in the USA for a 1958 Silver Cloud. I would think that with the huge following for Model A and other early Fords, this should be possible too. If anyone has any suggestions of where I could obtain such a document, I would appreciate it.
