Are you using a test light for initial timing? Determine points are closed as the cam lobe approaches #1. with the test light clip on the power to the coil and points closed, the light should be off when it is grounded. Advance distributor until it comes on. This will put you almost exactly there.
That being said if you're running a condenser try another. I assume the spark plugs are new. You may not be seeing a good spark under pressure like in the open air. There are a lot of suspect condensers, which is why I have a pertronix. Just my experience

Hope the marks on crank & cam gear are right. I had a Melling cam gear that was marked wrong. Keep at it; you will git er go'n.

I would forget the indexer and set the valves one at a time assuring each lifter is on the heel of the cam.

Had same problem ,I know you said you have checked timing ,but make sure you are on compression stock when dots line up,had mine out a180. ,,,easy to do

Install the stock 2 barrel intake and carb and I bet it will fire right up.

Just to wake a few memories, there is the approach we used in our teens. Get a pal with a push bumper. Then ride around town.
