Are you using a test light for initial timing? Determine points are closed as the cam lobe approaches #1. with the test light clip on the power to the coil and points closed, the light should be off when it is grounded. Advance distributor until it comes on. This will put you almost exactly there.
That being said if you're running a condenser try another. I assume the spark plugs are new. You may not be seeing a good spark under pressure like in the open air. There are a lot of suspect condensers, which is why I have a pertronix. Just my experience

I would forget the indexer and set the valves one at a time assuring each lifter is on the heel of the cam.

"GordonC" also had a problem with a mis-marked cam gear. Her's his thread : https://www.fordbarn.com/forum/showt...hlight=Gordonc.

It's kinda long, but he gets to the heart of the problem an the fourth or fifth page. You might want to check it out.

One time it's just an individual problem; twice, it's a coincidence; three times, there are bad parts out there.

Just to wake a few memories, there is the approach we used in our teens. Get a pal with a push bumper. Then ride around town.
