Default Rear Fender Bolt?

I 'm installing new rear fenders on my '30 Coupe. There is a threaded hole at the bottom rear of the fender well (recess) of the body. You can see a recessed area in the photo where this hole is. There is no hole in the fender to accommodate a bolt here in the new fenders. I sold the old fenders so I couldn't verify if there is supposed to be a hole there. And the fender fastener kit I received did not have a bolt for this hole. Can anybody tell me what fastens in this area? Fender brace perhaps? If so, i would need to drill a hole in the fender?

Im wrong! There is a bolt hole in the new fender. Just don't know if something mounts in the recess.

that takes a bolt, washers and nut. you need to install that bolt before you install the fender bracket. also that bolt holds your fender welting in place
