Sheldon,
Cowl lights were standard equipment throughout much of South America as a local lighting requirement. It was pretty much standard driving practice not to use the vehicles' headlamps while driving in cities well into the early 1970s. A foolhardy practice, to say the least. As for RHD, Argentina, Paraguay, and Uruguay were RHD countries until September, 1945 when all three countries switched to LHD; imagine the preparations required for such a change and notwithstanding, the chaos in the short term when the change took place. The photo below is of main street in Stockholm on the day in 1967 when Sweden switched from RHD to LHD; think about the photo in terms of how well organized Swedes tend to be compared to ..... |

I saw the same practice in several cities I visited in the Mediterranean in 1969/70 timeframe. A different practice than I was used to.
