Hood clips and hood handle question?

Below hood clips and hood handle there is single hole
Below these and wondering why they are there.

Anything under the hood to make rubber bumpers to make contact with.

The bumpers go outside of the hood, and the latch presses against it..

There is also supposed to be one mounted to the body in the center of the hood opening, it would be on the inside when the hood is closed..

Use these bumpers or remove them ?

I like them...they keep the latches snug and they keep the hood from rubbing on the latches and vise versa...
