I might be wrong, but it is too bad they welded that repair.

Aren't you supposed to solder the leaking rivets instead? Or do a lead repair? That guy ruined that tank?

As I noted in a previous post, the owner wrote me and said the cowl looked just like that 8 years ago.If it were rust it seems like it would have progressed. He's sure it's a paint/filler issue. I'm going with that........until I have it repaired and repainted. Rust never sleeps as Neal Young would say

He was thankfully, talking about his other car.......my car apparently looked like this 8 years ago.

My guess is also poor prep or sealing of the filler.
A proper paint job will likely fix the bubble problem.

With the added info from the previous owner, about it looking that way for over 8 years without any progression, I'm leaning toward that same prognosis too Tom.
