I used the Harbor Freight 7/16" hollow punch on 3/8" hard rubber material to fabricate body/frame isolators and was very pleased with the results. Nice clean hole.

And note that water is a good cutting fluid for rubber.

As JM 35 Sedan said, I have used my hydraulic press with harbor freight gasket punch, I have even cut pieces out of tire sidewall when i needed some rubber spacers etc.

Used a 3/8 hollow hole punch. Dressed sharp edge a tad, chucked it up in my hand drill and spun it slow a couple of times for each hole. Of course I had it backed up with a block of wood. PERFECT.
