Default The 1928 Cylinder Front Cover

This concerns the attachment hole to the front cross member that is on the passenger side of the cover. Does the hole go through the cover or was it blocked off when the part was cast?

I kind of think it was blocked off but not sure as I have just one of these and it is an open hole...

could be the real early ones were different but any Ive seen were drilled through
