Default 30 Murray Town Sedan rear wheel well

Does anyone know
1. Are the 3 holes at the bottom of the rear wheel well stock?
2. What they are used for?

I just purchased an early 30 murray and my wheel wells are pretty rusty, but there are nail heads in the wood behind them. Those holes look pretty big for the nail heads.

Flat head wood screws go in those holes to attach the body metal to the wood lower body rail. The 190A Victoria and 400A are similar.
