Default Not enough power up hills....

Picked up a nice 32 barn find that started and drove good except when going up slight inclines or hills.

I was only able to buy this as the previous owner claimed "it was half off" the asking price.

Opened the pictured bottom end and it appears to be missing 4 cylinders, any input would be great.
