Usually just pry under one end to get it out of the groove, then another tool to get behind it.
What style of ends are on the retainers? Square? Enlarged w/a small hole? Tapered? IIRC the originals had tapered ends w/the ends visible so it is easier to get a pointy pry tool behind the ring.

This turned into a problem I have never heard of or encountered before. I thought we were discussing seals installed in the 1930's that were stuck from rust and neglect.

Ok, Thought you were having trouble with the seal. You could maybe clamp a block on the hub to block the movement of the retainer.
