does anyone know where to get rebuild kit for a 48 f1 flathead six waterpump, or a new replacement pump.

Try www.rockauto.com. They list one for around 90 bucks plus core fee.

Try NAPA. I was able to get a rebuilt for a '53 215" six for $31.00. Bought it as a spare for a long trip. It's still in the spare kit.
