Default '31side mount plate orientation

Attached is a photo from Carl G with a great post on how to install bolts, etc. to make spare removal easier. The Service Bulletins show the wider end up at the top with the 2 bolts but no dwg. or description of which way the detent is oriented. In the photo the detent recess is facing the arm or toward the hood. Is this correct?

So is the plate oriented correctly on the arm?

The Service Bulletins talk about the side mount plate, and they show a picture.
I'm thinking it was about page 428 or in that area.

yes, saw that in the bulletins. Not sure which side of the plate faces out or in in spite of being marked. What seems to occur is that the detent can make the wheels slope inward or outward depending on orientation.
