Remedy for rust-out on bead of 21" wheels

At some time in the past in one of the major magazines, there was an article on the remedy for preventing rust out on beads of 21 inch Model A wheels. Does anyone know what issue that article was in, or know the exact remedy suggested. I think it had something to do with drilling a hole somewhere in the bead to relieve the condensation that causes the rusting. Any help on this will be appreciated. Wayne
